The documentary Citizenfour, directed by Laura Poitras, tells the story of the data leak carried out by Edward Snowden, a senior analyst at the United States National Security Agency (NSA), which guaranteed him access to confidential documents. Therefore, a film analysis of the aforementioned documentary was carried out, seeking to discuss from the perspective of transparency and the right to information for individuals, from the perspective of the Brazilian public administration. The documentary makes reference to the data policy undertaken by the US government in relation to citizens, demonstrating that there is a high surveillance power without a legal normative apparatus for such a situation when the US state itself denied that it would undertake any type of surveillance. In conclusion, it is considered that one of the high points of democracy is transparency and that the State must find ways to enhance it.
